A couple tips since you're talking about fingerprinting. Disable WebRTC if you're using Firefox, or use install "WebRTC Control" extension if you're using Chrome. You're likely leaking your IP otherwise. To test whether you've got a WebRTC leak, go to

Always use incognito mode, otherwise PayPal will still identify you using "evercookie"

Additionally, to reduce your Fraud score (since PayPal utilizes a fraud scoring system), use a non-free email address and a clean residential IP (not a datacenter IP -- most VPNs supply you with a datacenter IP. Buy a residential (Comcast,ATT, Cox, etc) clean socks5).
Also, make sure that first and last name matches the card (since PayPal does an address lookup to see if the named person resides on the billing address.)
