error with NON VBV bin

I have a NON VBV BIN.. i know a site which is 3D secure (vbv), whenever i try to pay in that site, it redirects to 3D authentication page and then it redirects back to payment gateway with error "TRANSACTION FAILED: Card is not accepted by the merchant. Please contact merchant for more information. #9668".

Anyone know why this happens. is there any site that i can easily cashout NON VBV CC.

Reason: your card is dead or low balance or processing payment gateway detects it's fraudulent or bank doesn't allow international transactions or site is on banks blacklist
