How can I sign up facebook for ADS?

1-) If I try to sign up facebook, My account is blocked. It is in checkpoint.

Is there any method for this situation?

2-) I try to ads but my ads account is blocked. - Facebook account is here live but ads account is blocked-

Another method for it?

3-) I need a scam page. Is have someone got? - I am developer but I don't have idea to develop any page.

if u ads account get blocked that mean you are doing ads without knowing the policy and the rules
you must know the policy of ads before doing it
if ur account get blocked on checkpoint that mean something is wrong with you , like you are using multiple IP
they block ur account in order to protect you , they think someone else trying to use ur account
