Is there any valid passport services available?

My friend is needing to come to the USA but doesn’t have the USA stamp. Is there anyone that can put the stamp on there for him or is there any valid passport service available Physical passport that can pass the scan at the airport?
I want to try to either get him the passport stamp or get him a USA passport mailed to him
