need help google play

i play purchase on google play just 1$. but still errors can work smooth.
only first time it work couple 100$.
any advise or an app i can use to do with google play.

Google blocked your device and access point take other device and doit again on fresh public wifi

Because I thing use in phone they can block the device more easier
