You can only use RDP as a remote computer that you can operate through RDP client. If you're able to use Google Play web interface on your RDP through a browser, that's good for you. But if what you hope to achieve is use Google Play Android app on your RDP, then you will need to find a way to install Android emulator on your RDP.
