Newbie Questions non VBV

I recenty used the bin 440066 which I have been told is non vbv..... The skynet auto shop says the same thing.

But upon checkout I got the verified by visa screen pop up asking for mobile verification.

Whats going on? is it possibile the website can still ask for vbv questions even if you have a vbv card? or was it just never a non vbv in the first place. Thanks guys

some usa bins added 3d security recently that i used to use too, maybe thats what happened, usual thing, find a new bin that will have no 3d
