Why I can't add CC to Play Store

I have tried to use so many diff CC and I even tried to change the Gmail and create a new one and Google play still decline every sinngle card I add

You must use Vypr Vpn and change PC or phone time zone to USA and use brave browser
Don't try to card playstore its a high security site
