Non VBV cards

I recenty used the bin 440066 which I have been told is non vbv..... The skynet auto shop says the same thing.

But upon checkout I got the verified by visa screen pop up asking for mobile verification.

Whats going on? is it possibile the website can still ask for vbv questions even if you have a vbv card? or was it just never a non vbv in the first place. Thanks guys

It's an outdated non vbv bin that is now enrolled for vbv
I sell 100% non vbv bins and I don't demand upfront payment

Non vbv bins can be vbv at any moment and usually shops that you can select for non vbv they have outdated vbv info.
